[A] Budget: Looking for Proposal
[B] Scope of Service:
(1) Vendor needs to provide creative and production services and media planning and buying services including creative and production services and media planning and buying services, public relations, publishing and content.
- Increasing the awareness and interest through creative messaging that is unique and clearly differentiates the State in the competitive domestic marketplace;
- Creating and implementing innovative media and channel strategies and tactical plans that are effective, efficient and take full advantage of the ever-changing media landscape;
- Perform daily account service through a senior-level account team leader and support staff that provides ongoing communication, conference reports, status updates, project estimates and budget setting & updates
- Participate in creating monthly reports monitoring key metrics on campaign performance for presentation and discussion
- Provide ongoing insight about travel marketing trends that could potentially affect campaign efforts at the state-and local destination marketing organization
- Assist in providing campaign and other information in support of ongoing advertising, awareness
- Assist in interpreting and applying research findings to improve performance of various campaign elements in the marketplace;
- Participate in creation of materials for advertising research pretesting efforts and assist in integrating changes to improve concepts before launching into marketplace
- Assist in the development of a creative product that results in messaging across all media that is relevant, believable, and persuasive consistent with strategic brand and positioning platforms
- Execute against the brand strategy and positioning platforms to produce messaging that establishes a clearly unique and differentiating “sense of place” for state in the minds of consumers
- Develop all messaging from the consumer point of view focusing on what perceived value-based benefits or outcomes that a state vacation would provide to consumers; and,
- Extend this messaging across all offline and online media with the primary purpose of raising awareness and interest in state, resulting in the state being included in the consideration sets of visitors and potential visitors
- Create seasonal media strategies and tactical plans for both offline and online efforts
- Assist in a market identification and development strategy or plan to drive selection of geographic and niche targets
- Negotiate the most favorable rates, position or placement of all time, space, and other media
- Verify costs and placement in all media and take necessary actions to resolve any issues including make goods for non or underperformance
- Provide all materials and information to media necessary to effectively implement plans on a timely basis, within allocated budgets
- Negotiate and recommend value-added opportunities further leveraging all media buys and is willing to set a standard of performance for value added efforts
- Provide post evaluation of all media campaigns including adherence to schedules, agreed-to positions, negotiated costs and overall performance.
(2) A pre-proposal Conference will be held on March 7, 2022.
(3) All question must be submitted no later than March 6, 2022.

- Onshore (USA Organization Only);
[D] Work Performance:
Performance of the work will be Offsite. Vendor needs to carry work in their office location.
