Government Authority located in Lincoln, Nebraska; USA based organization looking for expert vendor for emergency medical services, critical incident stress management and the use of community paramedicine services.
[A] Budget: Looking for Proposals
[B] Scope of Service:
(1) Vendor needs to provide emergency medical services, critical incident stress management and the use of community paramedicine services to the government authority located in Lincoln, NE.
- Conduct a comprehensive and objective statewide study of Emergency Medical Services (EMS), Critical Incident Stress Management (CISM) and the use of Community Paramedicine (CP) to fill gaps or expand access to healthcare within the state
- EMS: To develop statewide recruitment and retention plans to focus on local community members,
including the ability to recruit from local racial and ethnic minority populations living in those rural and urban communities.
- CISM: To develop a plan to recruit new CISM team members, especially mental health providers and retain current personnel. This will also include developing a professional marketing for first responders on how to use the service.
- CP: To complete a community-wide healthcare gaps analysis and determine the additional training needed. Community partnerships will be established, gaps analysis will be utilized and EMS community paramedicine providers will be properly trained.
- For EMS and Community Paramedicine:
- Recruitment and Retention hardships in the: Volunteer EMS staffing crisis, Career EMS professional, Ethnic minority population
- Evaluate current EMS design and delivery models in the state and the need for alternate models which may include telehealth for EMS and Community Paramedicine
- Evaluate interfacility transfer capabilities
- Alternate destination and funding associated with alternate destination transport
- Pros and cons of EMS as an essential service
- EMS educational practices and the benefits or downfalls of National Registry requirements
- Disconnect of EMS Service organizations and their governing entity
- Local Emergency Medical Services:
- Develop recruitment and retention plans for EMS (volunteer and paid)
- Raise awareness of CISM as a beneficial and effective program among first responders and families
- Evaluate the business process of volunteer hiring, orientation, training, performance management, and termination
- Leadership development and selection. Leadership should include EMS Service leadership as well as governing entity leadership.
- Financial stability, sustainability and alternatives
- For CISM:
- Evaluate the CISM Interagency Management committee engagement and participation and leadership acceptance in their respective agencies
- Evaluation of the awareness of CISM and perception of the CISM program
- Financial structure and stability of the program
- Alternatives to providing traditional intervention services
- Evaluation of resources for post-intervention
- Evaluation of overall CISM program, utilization, and effectiveness
- CISM required educational requirements.
(2) All the questions must be submitted no later than June 6, 2022.
