Government Authority located in Nebraska; USA based organization looking for expert vendor for data system infrastructure to the microsoft azure cloud environment.
[A] Budget: Looking for Proposal
[B] Scope of Service:
(1) Vendor needs to provide data system infrastructure to the microsoft azure cloud environment.
- Adviser system components migration to Azure should be first phase and it paves the way forward for future migrations. The rest of the document focuses primarily on this phase and provides recommendations, migration steps and a high-level plan for agency to move forward.
- Agency has engaged with a vendor on a project to implement the adviser longitudinal data System. The ADVISER LDS system combines the data from the single year Ed-Fi API or ODS and data from the NEEDS database and combines them into a multiyear ODS. This project work is already underway and is designed to leverage Azure PaaS capabilities.
- Currently the agency data warehouse loads data from Ed-Fi ODS database and from needs database. The IT team members have already done some work around migrating the data warehouse to azure.
- Once the LDS is fully implemented then the data warehouse can be refactored to load data from LDS instead of the ODS.
- NDE is currently a Microsoft .NET or .NET Core and C# centric environment. The proposed solution should target a .NET Core or angular technology stack with SQL data storage running entirely in the Microsoft azure cloud environment.
- Describe proposed general application security capability and features.
- Provide security standards or policies inherent or currently contained within the proposed solution.
- Explain how security roles are used to define application access and what capability exists for copying, modifying and managing roles and assigned users or groups.
- Describe how, when and what audit trail information is captured and what features are available to facilitate monitoring, reviewing and reporting.
- Describe when and where proposed data encryption of information occurs.
- Describe proposed techniques for managing and monitoring information and application access
(2) All question must be submitted no later than September 22, 2022.

Performance of the work will be Offsite. Vendor needs to carry work in their office location.
