- The contractor shall develop a tribal engagement strategy from conception to completion.
- The Contractor shall provide all staff, equipment, and other resources necessary for all aspects of Plan development.
- The Contractor shall assign experienced staff to oversee the project and work with the project manager on all iterations of the Plan.
- Management and control of all Plan production.
