(1) Vendor needs to provide outage management system (OMS) to run on both the Esri geometric and Esri utility networks to find an OMS that will grow with us and our everchanging industry demands include mobile crew switching, estimated time of restoration, AMI integration, and enhanced customer communications to the government authority located in Lincoln, NE.• GIS Integration:o System Control relies on our ArcGIS maps being up to date with the current status of the system as it is in the field for switch order execution. Our GIS technicians work closely with System Control and Crews throughout the day to ensure GIS reflects the current state of the system.o GIS maps are symbolized to show line shading of de-energized, abnormally fed, and multi-fed circuits• Outage Reportingo Our current system allows for outages to be submitted to the OMS from these various means:- IVR Call System (West)- SCADA (OSI)- LES.com web form- Responder Web (Customer Service Rep platform for submitting outages)- Responder/ArcMap tool• Outage Prediction and Incident Consolidationo Responder is set up to automatically predict outages based on the calls coming in. Incidents will roll up as multiple calls on the same device trickle in.o The System Operators also have the ability to manually consolidate incidents when needed.• Switchingo System Operators create and execute switching orders from the OMS.• Alertso When new incidents come into Responder, audible popup alerts appear to notify the dispatcher of the new incident.• Incident Managemento Operators can manage out incidents in Responder. Operations in managing out an incident include:- Confirming an incident- Assigning a dispatcher and crew- Assigning a cause code- Ability to add dispatcher and crew comments- Restoring devices• Historical Reliability Indices Reportingo Our System Operations Engineer relies on historical OMS data to do our monthly outage reports. These reports include metrics on: SAIDI, CAIDI, ASAI, SAIFI, MAIFI, Outage Minutes, and Customer Interruptions.(2) All the questions must be submitted no later than August 8, 2023
