(1) Vendor needs to provide employee benefits and works compensation consultant service. – The Consultant will help the city maintain relationships with all benefit vendors, evaluate and recommend benefit strategies, and work with the city on projects as needed.– To identify an employee benefit, work comp, and safety consultant to provide analysis, guidance, and recommendation on strategic direction in the administration of the City’s benefits.• Strategic Planning– Identify short term and long–term employee benefit strategies– Advise on trends, best practices, and benchmarking of all employee benefit offerings– Analyze the benefit comparability of the City’s benefits package– Serve as an advisor on the City’s benefits related committees• Group Experience– Serve as liaison with the City’s third party administrator in managing claims and costs– Review and analyze the City’s benefits claims experience– Advise on industry best practices to manage claims experience• Collective Bargaining– Advise on benefit options for the purpose of collective bargaining negotiations– Prepare cost estimates for both benefits offerings and collective bargaining proposals– Assist the City in responding to questions and data requests from the collective bargaining representatives• Documentation/Policies– Create program documentation for various City safety programs– Assist with policy development for various City programs and departments• Presentations/Reports• Budgetary/Actuarial Services– Timely develop budget projections• Data Analytics– Prepare monthly dashboard reports and loss analysis for the City and certain departments for the safety committee• Compliance Services– Provide legal and regulatory advice on employee benefits related issues• Communication Services– Review and design communications to employees relative to the City’s benefits, such as booklets, benefits summaries, budgetary rates summary• Assessments/Inspections– Complete field risk control assessments of various City department locations– Complete third–party facility inspections(2) All questions must be submitted no later than December 4, 2024. (3) The contract period will be three years.
