(1) Vendor needs to provide mass appraisal software services.• Solution shall include a publicly available, open website, with integrated GIS and property data.• GIS shall be the primary point of entry for parcel searches; however, the solution shall provide the data that is presented to the website user and allow for tabular data return in addition to integration with GIS.• Mobile solution must be able to operate in either iOS or Android platforms• Solution shall include the ability to take a mobile computing device to the field and create/update sketches, add or update property and ownership information, add/update personal property, make notes regarding any cases or other work being managed.• Mobile and web access.• Mobile solution must be able to operate in online and offline modes and can have the ability to QA/QC field work before accepting changes into system.– Documented Application Programming Interface (API) or similar available for use by other organizations that may be required to integrate with the syst.• Ability to attach any standard Windows document type (e.g., Microsoft Office 365, txt, pdf, image files, etc.• Compatible with Windows 11 operating system, iOS and Android systems via mobile.• Ability to configure workflows to support unique, high–use, repeatable activities such as are found with appeals, permits, or ownership transfers.• Must be accessible via computer and mobile devices (tablet or cell phone) via a website application.• Must be web–based and accessible on any computing device.• Intuitive and user–friendly interface.• Customizable dashboards and reporting.• System shall include a configuration that allows the ability to track changes to individual data elements within specific tax year.(2) All questions must be submitted no later than December 20, 2024
