[A] Budget: Looking for Proposal
[B] Scope of Service:
(1) Vendor needs to provide website design and development services using content management system must be compatible with mobile, SEO and browser
- A purpose-built for government content management system, OpenCities, to build and manage all websites and content,
- required to work with OpenCities to design a site that can be implemented using the OpenCities design system and theme builder to ensure compatibility and compliance with ADA requirements and mobile responsive layouts and ensure a feature-rich user experience,
- OpenCities will provide documentation to the selected vendor on the capabilities of the OpenCities design system to assist the preferred vendor with creating a visual design; a theme that can be implemented by OpenCities without custom code (ie no custom HTML, limited CSS Styling) which the City will be able to maintain without assistance
- Site will use Responsive Web Design for compatibility with a variety of browsers and devices and for accessibility. Search Engine Optimization will be applied as will federal accessibility requirements so the site can be found by search engines and be navigable by visitors with disabilities,
- Developer must design templates for the site and create copy for content Basic templates to be used for the majority of the program’s content are required. Developer must design a customizable main navigation with click to open menus,
- Navigation menus and submenus must allow for easy modification such as addition of new content and deletion of obsolete content. There should be a single horizontal main menu. Initial organization of site content into menus must be done in cooperation with program staff and include information on eligibility and services offered,
- Create editable areas on homepage and subsites or sub themes to feature key program services, job board, and for special announcements,
- Create a scrolling or rotating area (banner, box, etc.) for currently highlighted content; content must be clickable to lead to more detailed information as needed,
- Create additional boxes or shaped areas on the homepage that can be easily customized with text, graphics, links, embedded media,
- Content must include Information about the program, eligibility, how to apply and contact information.,
- Site will include site map that includes an outline of all content that is linked to each respective area on the site,
- Site must include an application form that creates e-mail output to pre-determined addresses,
- Site must include an interactive eligibility matrix,
- Site must include a scheduling assistant,
- Content and information for each page will be provided by the program. The vendor will use this information to create, edit, and unify pages to have a common theme and voice.
(2) All questions must be submitted no later than October 9, 2020.

[D] Work Performance:
Performance of the work will be Offsite. Vendor needs to carry work in their office location.
