[A] Budget: Looking for Proposals
[B] Scope of Service:
(1) Vendor needs to provide digital signature solution.
• A solution which complies with the requirements of the digital signatures act, neb. rev. Stat. § 86-611 (Cum. Supp. 2020) and NAC Title 437, including, but not limited to, the utilization of digital signature technology with the following attributes:
- It is unique to the person using it;
- It is capable of verification;
- It is under the sole control of the person using it;
- It is linked to data in such a manner that if the data is changed, the digital signature is invalidated; and
- It conforms to rules and regulations adopted and promulgated by the Nebraska Secretary of State.
• Ability to brand communications with agency logo
• Ability to bulk send one document to many distinct signees, including ability to populate signees via uploading a spreadsheet
• Ability to set signing order, including ability to allow both parallel, sequential, or mixed signature flow
• Ability to set retention to automatically purge signed documents stored on vendor’s cloud after a configurable amount of time
• Ability for sender to void/recall sent documents
• Ability to track a document during the signing process
• Ability to create/generate self-service forms with additional fields (dropdowns, text fill-ins, multiple choices, etc.) for signee to complete beyond just their signature/date
• Ability to send various file formats, including Word, PDF, Visio, etc.
• Ability to combine multiple files into one packet to send for one or multiple signatures within different sections of the packet
• Ability to both send a document to known signee as well as ability to generate a URL to display on website/intranet for unknown signee (self-service signing ability)
• ADA compliant
• Pre-built integrations with Microsoft 365 (Outlook, Word, etc.), SAP, etc.
- Technical Requirements
• Single Sign-On Mode with Azure AD (Federated SSO)
- SAML-based Sign-on
• Automatic provisioning with Azure AD
• Authentication for signee, with ability to turn on/off per document
(2) All the questions must be submitted no later than March 2, 2021.

- Onshore (USA Organization Only);
[D] Work Performance:
Performance of the work will be Offsite. Vendor needs to carry work in their office location.
