Government Authority located in Nebraska; USA based organization looking for expert vendor for inmate telephone services and video visitation services and solution.
[A] Budget: Looking for Proposals
[B] Scope of Service:
(1) Vendor needs to provide inmate telephone services and video visitation services and solution
- Vendor shall provide a system which will interface with current computers, phones, tablets and other electronic devices at no cost. The system may be compatible with both web based browsers and mobile phones
- Vendor’s ITS must make provisions for the detection of privileged conversations. Further protocols shall be established that protect the privacy of those calls,
- The vendor’s solution must require active acceptance by end party user before connecting phone call,
- A successful solution will allow authorized officials to search phone records by area code and length of call,
- It is critical that the vendor’s solution seamlessly integrates with IMS/OMS and any existing tablet and commissary providers,
- . The vendor may provide an option for free calls. This may be limited by specific phone, group of phones or inmate PIN,
- Vendor’s solution must have the following capabilities: detection, notification and prevention of three way calls, conference calls, merged calls and call forwarding,
- Vendor’s solution will track and log additional keys dialed after the end user has accepted the call,
- Vendor will label each call with the inmate’s name.
- The proposed solution must safeguard against all fraudulent activities including but not limited to: hook-switch dialing and chain dialing. Chain dialing is defined as an inmate receiving a second dial tone. Inmates must hang up before dialing a new number.
- The end user must actively accept the call before communication and charges begin.
- Proposed ITS solutions must detect and differentiate between voicemails, busy signals, accepted calls and all other telephonic responses,
- Vendors shall track and notify of multiple calls from different inmate phones to the same phone number.
- Vendors may propose additional investigation or fraud detection tools.
- Vendor solutions shall provide the ability to reverse look up phone numbers,
- ITS will provide a standard greeting and instructions for each call recipient. This greeting shall inform the called party that the call is subject to recording and monitoring
- Vendors must provide services to maintain system operability during visitation hours.
- Outages resulting from the vendor’s platform must be addressed within 2 hours
- Proposed solutions shall allow for multiple methods of payment these include but are not limited to: collect calls, debiting inmate accounts, and prepaid accounts.
(2) All the questions must be submitted no later than July 27, 2021

Performance of the work will be Offsite. Vendor needs to carry work in their office premises.
