Government Authority located in Nebraska; USA based organization looking for expert vendor for modernization of the state level message switching system.
[A] Budget: Looking for Proposals
[B] Scope of Service:
(1) Vendor needs to provide modernization of the state level message switching system.
- Provide a modernization of the state-level message switching system, associated local hot files, FBI hosted hot files, and related subsystems used to exchange information assets with local, national, and international partners.
- Collectively this effort is referred to as the Modernization Project. This modernized solution shall be deployed in a cloud infrastructure, hosted either by the vendor or by a third-party.
- Accommodate changes to existing message keys administrators and the addition of new message keys as required, specifically allowing administrators to add new, and change existing, message keys without vendor programming assistance.
- Provide transaction level and group user authorization capabilities.
- Provide a means for real-time, end-user notifications regarding system availability
- Process all batch transactions from local agencies (e.g., processing a group of inquiries on a batch of data items or processing groups of record entries or modifications).
- Handle message header and destination errors (both user and application) in a consistent manner, with the return of a message that indicates the problem
- Provide editing capabilities by user for correction of errors in data.
- Allow users to receive priority messages first, regardless of what other information is queued.
- Utilize compression techniques for data, message, and image packets to maximize system performance, including an explanation of the compression method used.
- Utilize encryption techniques to maximize protection from unauthorized access or monitoring, including an explanation of the encryption technique utilized, as required by the Federal Bureau of Investigation’s (FBI’s) Criminal Justice Information Services Security Policy.
- Utilize nonsequential message and response return techniques to improve performance and timeliness of information.
- Enable integration with the Peak Performance user certification program.
- Enable users to recall a previous hot file entry (recent) form, to update as necessary, and to re-enter the record as a new entry
- Ability to query the log data based on specific search criteria.
(2) An Optional pre-proposal conference will be held on November 29, 2022.
(3) All questions must be submitted no later than November 22, 2022.

[D] Work Performance:
Performance of the work will be Offsite. Vendor needs to carry work in their office location.
