(1) Vendor needs to provide racing and gaming consultant services for customer support and regulatory compliance questions from the commission on a twenty-four horse per day, seven days a week to the government authority located in Lincoln, NE.
- Review rules and regulations that have been created by gaming commission staff. part of this review would be to review the work product for clarity, grammar, authority, content and see that it complies with the gaming act. The consultant would be working with gaming commission staff and gaming interests in the state.
a. Contractor to provide the Commission's executive director a weekly update of the work project until completed.
b. Provide a final rules and regulations document formatted in a word and pdf format.
- Review and create gaming commission minimum internal control standards (MICS).
a. Provide a final internal control standards document formatted in a Word and PDF format.
- Review and create policy and procedures of the gaming commission minimum control standards (MICS) policy and procedures of the racing commission.
a. Provide a final policy and procedures document in a Word and PDF format.
- Assist and review the organizational structure of the gaming commission.
a. Provide a report outlining suggestions for the organizational structure of the Commission.
b. The final organizational structure report should be in word and pdf format.
- Create and review practice and procedure that occur before the racing and gaming commissioners.
a. Provide a final practice and procedure document formatted in a Word and PDF format.
- Appear before the commissioners at a public hearing to assist with the introduction of the rules and regulations and commission policies.
- Experience working with state figures and legislative personnel.
(2) All the questions must be submitted no later than April 26, 2023
(3) The contract period will be for two years.
