(1) Vendor needs to provide commercial appraisal services to the government authority located in Nebraska. – The purpose of the appraisal is to determine an assessed value for property taxation and the intended use of the appraisals is for same.– Provide to the contractor the legal description and parcel identification number (PIN) for all parcels to be physically inspected and valued.– The Assessor will provide parcel information to the contractor through access to the agency Geographical Information System (GIS), Picometre Oblique Aerial Imagery, and Property Search – Portal for photos and sketches.– Appraisal and assessment processes are performed in the year prior to the tax year.– The Assessor will attempt to collect operating information on the occupancies to be valued through the mailing of questionnaires to property owners.– All general information possessed by the Assessor regarding the cities and regions of the County will be shared with the contractor. As well as local information on construction costs, rental, expense, and vacancy data, as needed.– The Assessor maintains a sales database for the purpose of input to the state sales file. Further, the Assessor will from time–to–time create spreadsheets of comparative sales data.(2) All questions must be submitted no later than May 29, 2024.
