Vendor needs to provide investment strategy sustainment analysis services of the Secretary of Défense Strategic Environmental Research and Development Program and Environmental Security Technology Certification Program require independent and conflict-of-interest-free, high-end systems engineering, technical and scientific advisory services to conduct special studies that identify research needs, informs research, and helps support program investment decisions, environmental technology requirements that are common to all the military Services complementing the Services’ research programs. promote partnerships and collaboration among academia, industry, the military Services, and other Federal agencies. They are independent programs managed from a joint office to coordinate the full spectrum of efforts, from basic and applied research to field demonstration and validation, current processes used to shape the program direction, prioritize investments, and choose suitable demonstration sites could be enhanced by augmenting the engineering judgement of subject matter experts with a decision methodology and analytical tools built on highly granular, enterprise-wide data that helps uncover the greatest opportunities and ensures, support for conducting the study to ensure they are supportive of motivation for conducting the study and comfortable giving the contractor access to their data to the government authority located in Omaha, NE.
