[A] Budget: Looking for Proposals
[B] Scope of Service:
(1) Vendor needs to provide grant management services related to Community Development Block Grant (CDBG) Programs to the government authority located in Lincoln, NE.
- Financial:
- Assist with establishing and maintaining financial processes;
- Assist with establishing and maintaining a record keeping system;
- Assist with applicable financial reporting as needed;
- Provide support and participate in any quality control plan or audit conducted, state auditor, HUD, or other contracted auditors; and
- Prepare budgets for specific projects approved for funding,
- Grant Administration & Program Design:
- drafting, developing, and revising policies, procedures, forms, and templates for the program that align with the Action Plan(s), as amended, and approved Financial Management and Grant Compliance Certification,
- implementing the system of record for submission of required reports,
- implementing an accurate record keeping system to ensure that all important documentation is properly stored and easily accessible,
- providing technical assistance and guidance to ensure proper documentation is maintained to maximize federal, state, or other funding for disaster recovery efforts,
- Provide customer service on any and all aspects of the program,
- Program Planning:
- managing the coordination and monitoring of planning activities for a variety of program types,
- Provide support and participate in any planning activities conducted or its contracted vendors; and
- Monitoring, Auditing, and Oversight:
- conducting periodic monitoring and auditing of programs,
- establishing and maintaining a process through which monitoring and audit findings will be resolved,
- evaluating monitoring and audit findings to aid in drafting monitoring reports and correspondence,
- Project Management:
- Create, monitor, and update project schedules,
- Provide forecasting and reporting metrics program-wide;
- Review and process Certificate of Completion reports and review construction closeout documents for compliance with applicable contractual language,
- Any other reasonable project management activity that may arise during the course of a project,
- Environmental Services:
- preparing, completing, and submitting required HUD forms for environmental review and provide all documentation to support environmental findings,
- Prepare and submit all public notices for publication including, but not limited to, the Notice of Finding of No Significant Impact, Request for Release of Funds, and any other notices in their required order and sequence, as needed,
- Inspections
- Application Phase and Underwriting:
- Respondent shall be capable of performing, at a minimum, various application and underwriting tasks for the following: housing, infrastructure, and planning programs as described in the Action Plan (as amended). Additionally, Respondent shall assist with applicable award notification and contracting documentation,
- Programmatic Technical Assistance, Training, Capacity Building, and Procedures:
- providing one-on-one technical assistance and group training to the staff, subrecipients, and others as needed. Respondent shall also document processes and procedures throughout the entire program implementation process.
(2) All the questions must be submitted no later than June 2, 2021.

- Onshore (USA Organization Only);
[D] Work Performance:
Performance of the work will be Offsite. Vendor needs to carry work in their office location.
